Height and weight restrictions in newer cars are established primarily due to little kids being injured by airbags when they are deployed. Obviously, you won't have that problem in a 1964 Spitfire. In 1964, seat belts were still optional in most cars, and shoulder harnesses weren't invented yet!

If you must transport a child in your Spitfire, just make sure they're buckled up and keep their arms inside the vehicle.

That depends upon your local laws. Check with your DPS, RMV, DMV or DVLA as appropriate.
Usually it is recommended that children are over 4 years of age.

Over 4 foot 10 inches tall and I believe over 70lbs, though the weight i'm not sure of.

Here in Michigan it is over the age of 4.

But i t may vary on the state you are in.
No children should ride in the front seat and why would you transport kids in such a car ?
